Who is CES?

Cooperative Educational Services (CES) was established in 1979 through a Joint Powers Agreement to support New Mexico’s PK–20 public education system. Over time, CES has expanded to serve counties, cities, municipalities, tribal governments, and other public entities across the U.S.
CES is owned by its member public institutions and provides cooperative procurement and educational services.

What is cooperative procurement?

Cooperative procurement allows multiple government entities to purchase goods and services through shared contracts. This saves time, reduces costs, and ensures compliance with public procurement laws.

Who can use CES services?

CES membership is open to counties, municipalities, tribal agencies, and other public or qualifying nonprofit entities. Becoming a member provides access to all CES contracts and services. 

Is there a CES representative in my state?

Yes. CES has representatives in New Mexico, Utah, and Idaho—and can serve public entities nationwide.

How does CES evaluate vendor pricing?

Through open, competitive solicitations. 

How will I be notified of new solicitations?

Vendors receive automated notifications through CES’s eProcurement system based on selected commodity codes.

Is there a membership fee?

No. CES membership is free and there are no annual fees. 

How do I request a quote?

Contact your chosen CES vendor and request a CES‑based quote. 

How do I place an order?

  1. Obtain and approve the vendor’s quote. 
  2. Upload the purchase order and/or quote to the CES BlueBook. 
  3. The vendor receives the order and fulfills it. 

How do I pay for a CES order?

Vendors invoice members directly; members pay vendors per the invoice. 

How do vendors submit the Contract Administrative Fee?
